OVERVIEW
The cartels in Rio de Janeiro have always been plentiful even if their leaderships and hierarchies are constantly changing. The city being a hive of scum and villainy, many of these cartels are rather unorganized and in turmoil since every man wants his own wants. There is one single cartel in Rio that has stood the test of time. It's name changes with every ownership, but it's well known that the currently named Oliveira Cartel is the most powerful criminal organization in the city, and possibly even the whole country. The organization is responsible for hundreds of violent crimes in the area, including but not limited to: drug trafficking, weapons trafficking, murder, armed robbery, human abduction, and human trafficking. If something bad happens in Rio, you can almost bet it was these bastards. Speaking of bastards, their leader is highly wanted by also very well guarded as all attempts by the Brazilian government to contain him have failed.

But that isn't all. The Oliveira Cartel is rumored to have stayed in power so long through malicious means. they have been accused of making a pact with the devil or summoning demons, performing odd rituals and strange murders on occasion. Their leader himself is said to be tied to hell, and has himself dragged traitors there to never be seen again. These terrifying rumors have scared away many criminals who might try to usurp the throne from their notorious overlord, and further strengthened the power of the cartel.

Sometimes, the Devil has demons in training.

HIERARCHY
DRUG LORD: Marco Oliveira (Al)
LIEUTENANTS: The second highest rank in the cartel after Drug Lord, the Lieutenants are basically the lord's right hand men (or women) who effectively help make sure the whole operation runs smoothly. They can carry out executions without Marco's consent, so it's best not to mess with these guys.
HITMEN: Oh, a non-dangerous cartel rank? Think again. Hitmen are in charge of all of the organization's violent crimes including murder, kidnapping, and robbery. Not only that, but they are the standard henchmen of the group, and some of the most armed as well.
FALCON: The eyes and ears of the cartel. Falcons are usually young children or teenagers who go undercover to obtain valuable information. They are almost never armed and are the lowest rank you can achieve, but are still valuable members of the hierarchy.

EQUIPMENT AND TRAINING
The Oliveira Cartel offers no training, but does in exchange offer a decent supply of weaponry to all of it's members. The standard Hitman will be given a old AK-47 upon joining, along with a 9mm Glock pistol.

Any character class can join this organization, though it should be duly noted that the cartel runs a zero tolerance rule on traitors.
