The Ice Elemental Sigil:
These sigils appear above which part of the body is used in the Evocation it ties to, including any clothing or armor covering it, taking the appearance of some sort of pulsating energy projection. For Rain of Frigor it appears above the back of his left hand in a bright blue color. However, if both hands are being used in the Evocation (read: shooting icicles from both hands) it will appear over the back of his right hand as well.

OVERVIEW:
<: Rain of Frigor// Icicles produced by this Evocation have two "stages" so to speak. The first stage is the impalement phase. This phase This stage is fairly self-explanatory; the icicle is conjured by Fizzlebeef and then propelled forward from his palm towards his target. The second stage is the chaotic overload stage. The icicle begins to grow restless and vibrate rapidly, like a microwave effect. In the seconds following, the icicle explodes violently in a shower of icy shrapnel-reminescent shards. This explosion is not as deadly as an actual frag grenade, as the explosion itself is little more than a burst of cold air. It will cause cold burning sensation but it cannot even inflict frostbite. The shrapnel is far deadlier however, traveling at speeds over 75 mph, shredding flesh and sinew into a tattered mess very easily if the target is hit by the explosion of large enough icicle. This effect is obviously less deadly with smaller icicles as it lowers the number of shards that are released and reduces their size and sharpness. Fizzlebeef is innately immune to the shards the icicles produce - they simply dissipate if they come into contact with him.

All icicles summoned in this manner look like rough crystalline cones that gradually taper to a pinpoint. These spears will shatter harmlessly (as opposed to violent explosion described above) if they come into contact with any inorganic material. The shattering process itself is finicky; it depends on the size of the icicle in question. Specifically, each icicle will produce a spherical shower of ice shards that has a diameter the same as the icicle's length. [EX: a 3ft icicle would create an "explosion" with a diameter of 3ft.] These explosions obviously become less dangerous with smaller icicles, as the shards they produce will be smaller and less sharp. The number he summons determines how large they are. The typical groups he summons, along with the sizes of the related icicles, is below to approximate an example of the limits of this Evocation.

1] For starters, this is faaaaar too broad. Evocations are designed to be specific, whilst allowing for some generalised implementation - you want to focus on one of the techniques you've listed, specifically, I'd advise, the Rain of Frigor technique as it's the basis for the rest of these. Most of them - bar Heavy Frigor and Eyes of Frigor - can more or less be utilised within the Rain of Frigor basis anyway, but you just need to make this far more specified by definition as an Evocation.

Gotcha, I'll revise it. Any suggestions?  I am hoping to keep the exploding bit, but it seemed redundant if the icicle itself was able to cause physical damage so then I threw in the phasing mechanic. I (am derpily going to) assume that is the majority of what you were referring to as too broad.

It's fine as is in the multiple stages, but the energy stage is borderline energy manipulation in addition to simple ice manipulation. The explosion is iffy - just may be worth throwing in a radius for each individual icicle, and toning down the speed of the shrapnel parts. Generating 15 explosive icicles at once is somewhat overkill, so you need to compensate for that - I know, however, the shrapnel isn't sharp enough to do any real damage, as listed above.

Just use your own prerogative and try and keep it balanced.
